VITALY KOROLEV: PENZA HAS IMPROVED ITS POSITION FOR DEVELOPING COMPETITION AT THE REGIONAL LEVEL
On 9 July 2018 Deputy Head of FAS and the Governor of the Penza region signed the Agreement on Cooperation
The Agreement provides for cooperation between the parties aimed at protecting competition, creating conditions for efficient market performance, pursing the state competition policy in the Penza region.
The Agreement also focuses on increasing investment activity, intensifying competition in public, municipal and corporate procurement, improving information openness of executive bodies in the Perm region and local self-government bodies, as well as supporting implementation of the National Competition Development Plan and in the Orders of the President of Russia issued following the State Council.
Vitaly Korolev emphasized constructive cooperation between FAS and the regional Government and the success of Penza in developing competition. He added that an “advanced variant of an Agreement” was signed, enabling even closer cooperation between the regional Government and the antimonopoly body.
“We are ready to offer Penza all necessary support and assistance if necessary”, statedDeputy Head of FASVitaly Korolev. “It is not always easy to reach the targets in pre-school education, medicine, transport, so we are drafting the guidelines on the measures facilitating development of fair competition”.
He added: “The Antimonopoly Service is also preparing the Book of the best regional practices, so other regions of Russia may use positive experience. It will help them to use to the maximum positive experience of their colleagues in their regions”.
