ANATOLY GOLOMOLZIN: HOPEFULLY, THE TYUMEN REGION WILL MAINTAIN THE HIGH STANDARDS THAT OTHER REGIONS WILL TRY TO ALIGN WITH

Deputy Head of FAS signed an Agreement on Cooperation with the Government of the  Tyumen region

 

On 17 July 2018, Deputy Head of FAS Anatoly Golomolzin had a working meeting with Acting Governor of the Tyumen region Alexander Moor on implementing the National Competition Development Plan and the orders issued upon the State Council.

 

Deputy Head of FAS described the goals and objectives of the state policy towards developing competition in Russia and its regions.

 

“The Tyumen region is ahead of Tatarstan and Moscow among the three leaders in the national ranking of investment climate in the subjects of the Russian Federation in 2018. The updated top 20 regions were presented on 25th May on St Petersburg Legal Forum by General Director of the Strategic Initiatives Agency, Svetlana Chupsheva”, informed Anatoly Golomolzin.

 

Deputy Head of FAS pointed out that the Tyumen region improved its position by 5 scores getting to the first place in 2018 integral ranking.

 

According to Anatoly Golomolzin, the dynamics of the number of registered entities in the region is one of the main indicators of the state of competitive environment. “Recently the number of newly formed entities in the Tyumen region has increased considerably the number of liquidated entities and the region was on one of the leading positions among the subjects of the Urals Federal District by the coefficient of companies increase”.

 

“In 2017 by the coefficient of company’s increase in the Tyumen region was 3.7 while in the Urals regions and in Russia in general this indicator is negative.  At the same time, the number of private legal entities and NGOs tends to increase.  The number of legal entities owned by the Tyumen region and municipalities reduced by 25% in two years”.

 

Acting Governor of the Tyumen region Alexander Moor reported that the Tyumen region has advanced considerably in creating conditions for healthy and fair competition and is in the top ten regions in 2016 the Competition Development Ranking.

 

“We are consistently working on systemic measures towards developing competitive environment in general as well in socially important areas and on the priority markets. The Tyumen region was one of the first in Russia to devise and implement the Road Map on competition development”, explained Alexander Moor.

 

Anatoly Golomolzin gave competition development indicators for the region: “Competition development in the Tyumen region is evaluated positively by both consumers and businessmen. 83% of the surveyed business representatives believe that competition is developed: 39% evaluated the competition development level as high; 11% — very high; 33% - moderate; and more than half (66%) of the respondents pointed out that they have many direct competitors in their field of activity. Positive trends include intensified level of competition in the past two years, mentioned by 73% respondents”.

 

“An analysis of a consumer survey also allows reaching a general conclusion on sufficiently high level of competition development in the Tyumen region. The number of respondents satisfied with the quality and range of products is higher than the number of dissatisfied respondents”,added Deputy Head of FAS.

 

He emphasized that achieving the targets of the National Plan and the orders issued upon the State Council is a joint work of FAS and the regional authorities.

 

As the main outcome of the meeting, FAS and the Government of the Tyumen region signed an Agreement on Cooperation.
