FAS EXPOSED COLLUSION IN CONSTRUCTION OF TAKE-OFF RUNWAYS

“Transstroimechnizatsia” and “Kamdorstroi” Trust” formed a cartel (a violation of Clause 2 Part 1 Article 11 of the Federal Law “On Protection of Competition”)

 

Cartel operated at tenders for the II stage of reconstructing “Sheremetyevo” airport, the II stage of constructing Nizhny Novgorod airport, reconstructing “Novy” airport complex in Khabarovsk, surfacing runway and replacing runway lighting in Voronezh airport, Volgograd airport complex and modernizing Yuzhno-Sakhalinsk airport.

 

The total contract sum was 24.7 billion RUB.

 

Both companies took advantage of the leniency programme and admitted organization and involvement in the cartel.

 

Under the leniency programme, the first company that admitted participation in a cartel and gave information that FAS did not possess is relieved of liability. Administrative liability for the second company will be mitigated.

 

Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy commented: “The task is not to put the violators under the tightest punishment but promptly and efficiently suppress violations of the law and restore competition on the market”.
