ANDREY TSARIKOVSKIY: THE NATIONAL COMPETITION DEVELOPMENT PLAN GIVES BENCHMARKS FOR ECONOMIC DEVELOPMENT OF RUSSIA

Rather than being something formal, the National Competition Development Plan is a strategic planning document. It gives benchmarks for economic development in the near future. Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy talked about it at a regional workshop of FAS regional bodies of the Far East Federal District “On implementing the National Competition Development Plan in the Russian Federation” in Yakutsk on 26 July 2018.

 

Deputy Head of FAS reminded that each region should choose at least 80% of them (33 indicators).

 

Andrey Tsarikovskiy pointed out that many regions enhance their commitments, intending to develop competition on all 41 markets on the FAS list. Some regions suggest their own indicators, those segments of the economy where competition must be developed. For example, development of light aviation in Chukotka.

 

“Pursuing the objectives set by the President in theNational Competition Development Plan, has two goals: first, improving the life of the population; second, developing the economy”, stated Andrey Tsarikovskiy.

 

According to Deputy Head of FAS, methods for evaluating the state of competition in the regions, devised by the Antimonopoly Service, resemble open-source software: regions send their comments and proposals on refining the methods and FAS considers them, promptly making the necessary corrections.

 

“FAS studies carefully every proposal from the regions and if expedient, take them into account”, explained Andrey Tsarikovskiy.

 

Acting Head of the Sakha Republic (Yakutia), Aisen Nikolaev informed that there is a goal to increase confidence of the local business in the authorities.

 

Our joint goal is to enhance well-being of the population”, stated Aisen Nikolaev.

 

In view of Acting Head of the Sakha Republic (Yakutia), growth of free enterprise is the basis for developing the regional economy. The National Competition Development Plan is of paramount importance, it determines the goal of competition development as a joint task for ail bodies and levels of the authorities, business and NGOs.

 

Aisen Nikolaev also emphasized that the regional Road Map on competition development will help solve the problems in the Republic. In particular Acting Head of the Sakha Republic (Yakutia) mentioned that the region had started subsidizing private pre-school facilities. As a result, Sakha (Yaklutia) has now 27 private pre-school educational facilities. It provided sufficient places for kids in day-care centres and increased the quality of services.

 

In the opinion of Aisen Nikolaev, the quality of services in the housing-and-utility sector and social security should be improved, and comfortable urban environment should be created.

 

During the workshop, FAS and the Government of the Sakha Republic (Yakutia) concluded an Agreement on Cooperation. On behalf of FAS it was signed by Andrey Tsarikovskiy, on behalf of Sakha (Yakutia) – Aisen Nikolaev.

 

During the working visit Andrey Tsarikovskiy also had a meeting with Chief Federal Inspector in the Sakha Republic (Yakutia), Victor Khokhrin.
