FAS AND BURYATIA GOVERNMENT SIGNED AN AGREEMENT ON COOPERATION

On 30 July, Deputy Head of FAS Anatoly Golomolzin and Head of Buryatia, Alexei Tsydenov signed an Agreement on Cooperation

 

The Agreement provides for implementing the Regional Competition Development Standard in Buryatia, interaction in terms of implementing the state policy towards developing competition in Buryatia and creating conditions for efficient market performance.

 

According to the national ranking of investment climate in Russian regions, compiled by the Strategic Initiatives Agency, Buryatia has shown good dynamics, improving form the 73rd to the 38th place.

 

Deputy Head of FASpointed out that No. 618 Presidential Order “On the fundamental directions of the state policy towards developing competition” of 21.12.2017determined the priorities for improving the state policy in this field and the principles of its development. The Order also approved the National Competition Development Plan, which sets clear numerical targets.

 

“So far, 36 out of 41 markets are chosen in Buryatia under the National Plan. The draft order on approving the key targets on these markets is under consideration”, clarified Anatoly Golomolzin after the official part of the event.

 

“In the near future a Road Map will be approved with the key targets for the sectors essential for developing Buryatia economy”, pointed out Anatoly Golomolzin.

 

Anatoly Golomolzinchaired a meeting of FAS Exchange Committee on “Developing exchange trade with timber in the Siberian Federal District” with participation of specialized departments of Buryatia and other regions. The event focused on exchanging experiences. Based on the discussions, specific practical recommendations will be drafted on collective work, particularly, under the frame of the National Competition Development Plan.

 

“The Presidential Order specifies several major areas for developing competition policy and Exchange Trade is among the measures that have the best prospects in Russia. In particular, it concerns exchange trading with timber”, pointed out Deputy Head of FAS.

 

Finally, Deputy Head of FAS reported about some arrangements achieved with Head of Buryatia: “Regarding exchange trade, we agreed that the project will be implemented in Buryatia. It would be nice to include it in particular parameters already by October, the timber cutting season”.

 

“As for further exchange trade development, we have a planу – the Road Map of the Exchange Committee on the issue. We will be discussing development of exchange trade for export, regulation on quotas, tax incentives, etc.”, summed up Deputy Head of FAS.

 

Anatoly Golomolzinemphasized an absolute economic effect from a transition to exchange trade with timber: “To get objective market price indicators, so that wood is worth the money that customers are willing to pay on the domestic and international markets, trade procedures must be open and transparent”.

 

Vising Buryatia, Deputy Head of FAS also held a meeting on sales of oil products in the Siberian Federal District and development of exchange trade.
