SERGEY PUZYREVSKIY: COMPETITION POLICY IN RUSSIA IS A THREE-LAYER COMPLEX OF CONSISTENT STEPS
Deputy Head of FAS described Russian experience on creating the foundations for competition development to “Germany – Russia” economic congress
“It becomes evident that sustainable economic systems is impossible at the present level of developing competitive markets in the economy, where non-market principles and monopolization continue dominating”, stated Deputy Head of FAS Sergey Puzyrevskiy at “Germany – Russia” Economic Congressthat takes place in Berlin (Germany).
The representatives of Russian competition authority pointed out that one of the reasons behind underdeveloped competition on domestic markets is the dominant role of the state in the national economy. Two aspects are important in this context: state unitary enterprises and intervention of the state in market economy through administrative barriers, which is an obstacle to business imitative.
“In view of the above, recently the foundation for developing and protecting competition has been formed”, continuedSergey Puzyrevskiy. “Strategic goals of competition policy in Russia at the modern stage are formalized in the Order of the President of the Russian Federation on the priorities in competition development, the orders issued following the State Council and the Road Map for competition development approved by decree of the Government of the Russian Federation”.
“The main objectives formalized in these documents are to create incentives and conditions for advancing a number of areas, including development of new sectors of global competition, first of all, in high-tech sectors, and develop market institutions and competitive environment that will motivate companies to reduce the costs, renew products and take accounts of the consumer needs”, concluded Sergey Puzyrevskiy.
