ALEXEI DOTSENKO PRESENTED A WELCOMING ADDRESS FROM HEAD OF FAS IGOR ARTEMIEV TO THE PARTICIPANTS OF THE TARIFF REGULATION WORKSHOP

All-Russian workshop on tariff regulation takes place in Yalta with 700 representatives of the competition authorities, regional tariff regulators, companies and experts

The workshop was opened by Deputy Head of FAS Alexei Dotsenko. He welcomed the participants on behalf of Head of FAS Igor Artemiev:  

Dear participants of the All-Russian workshop on tariff regulation,

Stat tariff policy is an important factor of the development strategy in Russia.

Creating conditions for accelerated economic growth and increasing competitiveness, sustainable performance and dynamic development of the energy industry, the housing-and-utility sector, transport and social sphere on the basis of the balance of interests of service suppliers and consumers – these are the large-scale goals of tariff regulation.

After new powers were transferred to FAS in 2015, a new stage of improving the state antimonopoly and tariff policy commenced.

In our opinion, the fundamental principle of tariff regulation is creating mechanisms to stimulate regulated organizations to increase their performance efficiency.

Recently, we have качественно changed the work methods. FAS moved away from the earlier applied “costs plus” principle and instead began to work under the new, “inflation plus” method. A long-term tariff policy was launched and the “tariff in return for efficiency” principle was put in operation.

Moreover, Consumer Councils have been engaged in tariff-setting that did not happen before!

The outcome of FAS efforts as an integrated economic regulator operating now also in the tariff field, is adopting all main tariff decisions with below inflation indexation and even, what constitutes a precedent, in some cases objective tariff reduction in absolute terms.

In the near future, the approaches to approving investment programmes and control over their enforcement will be improved.

Huge work was undertaken to amend regulatory acts. At the moment the Antimonopoly Service has drafted a completely new law on tariffs, which will set and unify common principles and rules of tariff regulation.

No doubt, discussing the key issues, practical solutions and exchanging experiences with your colleagues from different regions of Russia will help you and your colleagues in your further professional activity!
