The tender for over 730 million RUB took place in the Novgorod region

Novgorod OFAS found that “Rostelecom” PJSC and “TechnoServ AS” Ltd. formed a bid-rigging cartel in the course of a tender for developing a system for automated registration of traffic violations.

The Court of First Instance and the Appeal Court supported the decision of the antimonopoly body.

Upon the fact of the violations, the fines in total exceeding 70 million Rub were imposed upon the violators: “Rostelecom” PJSC is fined 60 million RUB, “TechnoServ AS” Ltd.  - 12 million RUB.

Head of FAS Anti-Cartel Department pointed out: “The current law establishes significant fines for cartels. This is due to their high public danger. The imposed fines are a fair punishment for such violations. At the same time, due to the size of the income gained by the respondents, we expect to hold the cartel members administratively liable”.
