UDMURTIA IS IMPLEMENTING MEASURES TOWARDS COMPETITION DEVELOPMENT
In Udmurtia municipal procurement for over 100,000 RUB will be performed by the Regional Procurement Centre
The session of the State Council of the Udmurtia Republic supported the draft law for transferring the procurement powers for the contracts over 100,000 RUB to the Regional Procurement Centreof Udmurtia. The relevant agreements were signed with all municipalities.
It is expected that procurement centralization on the basis of the Regional Centre will enable to form a common efficient procurement system in the region and simplify and optimize the work of contractual services of the ordering parties.
Also, Udmurtia is actively undertaking efforts to compile a regional catalogue of standard technical assignments that are universal for all customers, standard procurement documentation and standard contracts.
Alexander Brechalov, Head of Udmurtia Republic, reminded that in 2018 the centre was procurement operator with the initial contract price over 500,000 RUB. In his opinion, savings as a result of the efforts of the Centre exceeded 770 million RUB.
Commenting the draft law, Head of FAS Igor Artemiev pointed out that the antimonopoly body supports procurement centralization since optimal lot formation ensures more efficient spending of budgetary funds, reduces administrative load upon ordering parties and decreases procurement costs. Moreover, high qualification of the specialists of the authorized body reduced probability of errors in procurement and corruption risks.
