VLADIMIR MISHELOVIN: IMPLEMENTING ANTIMONOPOLY COMPLIANCE BY THE AUTHORITIES WILL ENHANCE THE LEVEL OF LEGAL CULTURE OF PUBLIC SERVANTS
Under the frame of the Agreement between FAS and Udmurtia Government, Izhevsk hosted a workshop on “Antimonopoly compliance. Pro-competitive methods of public and municipal administration”
Head of FAS Fiscal Control Department, Vladimir Mishelovin, Deputy Head of FAS Fiscal Control Department Elena Rybachenko, Vice-President of “OPORA Russia”, a member of FAS Public Council Alexander Gureev, representatives of Udmurtia OFAS, Udmurtia ministries and departments, local self-government bodies took part in the event.
The event was opened by the Chairman of the Government of the Udmurtia Republic, Yaroslav Semyonov, who gave the welcoming address.
Head of FAS Fiscal Control Department, Vladimir Mishelovin analyzed how regional authorities and local self-government bodies in Russia form and organize systems of in-house compliance with the antimonopoly law.
He emphasized: “Embedding an efficient system of antimonopoly compliance in the work of the authorities helps minimize the risks of violating the antimonopoly law and increase the legal culture of public servants”.
Implementing antimonopoly compliance by the authorities at all levels is mandatory under theNational Competition Development Plan. To form and organize the system, the Government approved the Guidelines (No. 2258-r Order of 18 October 2018) devised for federal executive bodies and recommended as the Guidelines for regional executive bodies and local self-government bodies.
