MOSCOW OFAS: PAID REGISTRATION IS ABOLISHED
OFAS issued warnings to the area Offices of Rosimuschestvo [the Federal Agency for State Property Management] in Moscow and the Moscow region.
Acting upon instructions from the above entities, the organizers of bidding for disposal of seized property systematically engaged commercial e-sites, and bidders had to pay for registering at e–sites regardless of the bidding outcome. The actions of the organizers did not ensure equal access to bidding and artificially narrowed the range of potential participants.
The area Offices of Rosimuschestvo in Moscow and the Moscow region executed the warnings of Moscow OFAS. Now, 2019 draft government procurement contracts for choosing entities that render services for sale of seized property contain mandatory conditions to use free electronic trading sites. It will increase transparency, fairness and due diligence of competitive bidding for sale of seized property and increase the number of bidders, i.e., increase efficiency of selling seized property.
To prevent such situations, Rosimuschestvo instructed its area offices to sell seized property without charging for participating in bidding.
Issuing the warnings and interacting with top officials of the area Offices of Rosimuschestvo in Moscow and the Moscow region, Moscow OFAS influenced the condition of tenders for sale of seized property across the entire Russia.
