ANDREY TSYGANOV: GUIDELINES FACILITATE UNIFORM PRACTICE, COMPLETE AND ACCURATE FINDINGS IN MARKET ANALYSIS
Experts of the Market Analysis Commission discussed the methods for studying wholesale markets of combustive and lubricating materials and oilfield services
On 28 January, the Commission of the Federal Antimonopoly Service on market analysis held the first meeting in 2019. The experts discussed the guidelines for preparing analytical reports on the state of competitive environment on the wholesale markets of motor petrol, diesel fuel, crude oil aviation kerosene, fuel oil, bitumen, liquefied hydrocarbon gases, fuel additives, and the markets of oilfield services.
The purpose of analyzing the state on competition on such market most frequently is to establish dominances of an economic entity and expose incidents of preventing, restricting or eliminating competition.
FAS Guidelines help identify sources of original information and possible market entry barriers, the study time span, define product and geographical market boundaries and evaluate the state of the competitive environment on the market in question.
Chairman of the Methodological Council, Deputy Head of FAS Andrey Tsyganov commented: “We systematically analyze different markets in order to evaluate the state of competition on them and determine market entry barriers. In each case FAS experts give an opinion about market development based on a conduct analysis of economic entities on the markets, economic performance and in view of the factors that are conducive to competition restriction on a particular market. The Guidelines that we have discussed by the Commission are aimed at achieving practice uniformity in market analysis, as well as complete and accurate findings”.
