CONSTRUCTION CARTEL IS FOUND IN KARACHAEVO-CHERKESSIA

Some companies are found guilty of a bid-rigging collusion for construction of roads, buildings and structures in Karachaevo-Cherkessia

The Federal Antimonopoly Service found that “Chance” Ltd., “Kubanskoe Investment-and-Construction Company” Ltd., “Karachaevskoe” Building Site for Construction Mechanization” Ltd., “Yugelectromontazh” Ltd. and “Invest” Ltd. were guilty of concluding an oral agreement, that resulted in maintaining prices at auctions, and participating in it (Clause 2 Part 1 Article 11 of the Federal Law “On Protection of Competition”).

The total sum of procedures under the anticompetitive agreement is 3.9 billion RUB.

“Capital Construction Directorate” Karachaevo-CherkessiaRepublican Budgetary EEnterprise is found guilty of breaching the procedure for determining the electronic auction winner, which could have resulted in preventing, restricting or eliminating competition (Clause 3 Part 1 Article 17 of the Federal Law “On Protection of Competition”).

Stats-secretary, Deputy Head of FAS Andrey Tsarikovskiy said: “Road construction is a permanent cartelization “leader”. This is due to the scope of budget allocated for this sector. Decartelization of this sector is one of FAS main tasks today, which is directly specified in the National Competition Development Plan, approved by the President of the Russian Federation”.

The case materials will be forwarded to the law enforcement bodies to open criminal proceedings.
