Executing the warning, the company had to devise and coordinate its Trading policy for helium sale
In 2018, FAS exposed an increase of helium prices. Together with market participants, the Antimonopoly Service undertook measures to stabilize the prices.
In December 2018, FAS issued a warning to “Gazprom Mezhregiongaz” Ltd. In accord with the warning, the company had to devise and coordinate with FAS a Trading policy for helium sale, considering price conditions on the market in the Russian Federation in the absence of helium shortage, and a pricing procedure.
FAS considered the company’s trading policy together with market participants. It enables long-term contracts for helium supplies, forms the basis and the rules of pricing under direct contracts, and takes into account the pricing specifics under self-haul conditions.
On 27 February 2019, in view of discussions with FAS and market participants, “Gazprom Mezhregiongaz” Ltd., approved the Trading policy for selling helium gas in the Russian Federation and the countries of the Eurasian Economic Union.
Head of FAS Department for Regulating the Fuel-and-Industry Complex, Dmitry Makhonin said: “The institute of warnings once again proved its significance and efficiency as a mechanism of preventative control. Its enforcement allows to promptly, without opening and considering a case, and further judicial proceedings, enables to eliminate signs of violating the antimonopoly law. In such incidents we emphasize the ability to reach the balance of interests between all sides of the process, admit shortcomings and voluntarily eliminate them”.
