ANTI-CARTEL INTERACTION BETWEEN LAW ENFORCEMENT BODIES AND REGULATORS WAS DISCUSSED IN SARATOV
On 12 March 2019, an inter-departmental workshop on “Anti-cartel interaction between the law enforcement bodies and regulators” took place in the Situational Centre of Saratov State Law Academy.
Head of the Anti-Cartel Department of the Federal Antimonopoly Service Andrey Tenishev, Head of Saratov OFAS Lyudmila Borisova and representatives of the law enforcement bodies took part in the event.
Lyudmila Borisova said that Saratov OFAS has established close and constructive cooperation with the regional law enforcement bodies. Their joint efforts are undertaken, particularly, within inter-departmental working groups, and data on revealed violations of the law is organized. OFAS specialists provide consultative assistance to the staff of the law enforcement bodies in the course of inspections of compliance with the antimonopoly law of the Russian Federation.
Andrey Tenishev outlined the objectives facing the Antimonopoly Service and describes the areas of its work.
Then he analyzed the regional specifics of anticompetitive agreements. Last year, for instance, Saratov OFAS exposed a series of cartels.
“One third of cartels involve the authorities. It is necessary to remind once again and state that concluding cartels is criminally liable. Government officials can be imprisoned for up to seven years”, pointed out Andrey Tenishev.
After the workshop, Andrey Tenishev gave a press-conference marking the 10th anniversary of countering anticompetitive agreements. He reported that only in 2018 FAS exposed over 600 cartels, while the lion’s share of anticompetitive agreements were exposed in procurement of medicines and road construction.
After the press-conference, Head of FAS Anti-Cartel Department read an open lecture – “10 years of countering anticompetitive agreements” for students and lecturers of Saratov State Law Academy.
Summing up, Andrey Tenishev underlined that such workshops will be organized in other regions of Russia.
