ANDREY TSARIKOVSKIY: CONTROL “UNDER PLAN” IS ALREADY INEFFICIENT, IT IS REPLACED WITH MULTIDIMENTIONAL MODELS OF RISK ASSESSMENT
New trends: multidimensional control determined not only by economic factors, work in “hot spots” –delineating the subjects of regulation by importance and risk, a transition of business form outer to inner control
Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy discussed the above item and the vector change at the VII National Practitioner-Driven Conference “Internal Control and Audit in Russia”.
“FAS is a body of external control, but speaking about internal audit, it is worth reminding that FAS was the first authority in Russia that implemented ISO 9001 quality standard in 2012”, pointed out Andrey Tsarikovskiy, describing the system of quality management and in-house control at FAS.
He reminded that the Federal Antimonopoly Service has 84 regional Offices and emphasized that one of the most important tasks today is achieving uniform practice across Russia.
“Lately, FAS has undertaken thorough efforts to transform the antimonopoly authority into the body of preventative control”, highlighted Deputy Head of FAS. “And we already see a reduction in the number of cases opened for violating the antimonopoly law”.
He emphasized the significance of the risk-oriented approach implemented by FAS that includes delineating economic entities by risk categories and diversifying the inspection frequency.
Andrey Tsarikovskiy specially underlined the “social significance vector” – a trend to assess companies based on social risks.
“Sometimes a bread-baking plant in a small town is more crucial than a big industrial plant in a city like Yekaterinburg”, explained Andrey Tsarikovskiy and recommended business to evaluate social risks more carefully.
Another new control vector, according to Deputy Head of FAS, is independent prevention of violations by companies: “We prefer that you do part of the job for us: prevent possible risks and violations yourselves”.
He said that implementing antimonopoly compliance will reduce the risk of violating the law and delineate responsibility of the staff and company in case of a violation.
