THE MINISTRY OF ECONOMY OF THE OMSK REGION: MUNICIPAL ROAD MAPS FOR COMPETITION DEVELOPMENT WILL BE APPROVED IN APRIL 2019
In March 2019, the Governor of the Omsk region, Alexander Burkov, approved a new Road Map for competition development in the region until 2022. A standard municipal Road Map is drafted and sent to municipalities. Approvals of municipal Road Maps will be finalized in the second decade of April 2019.
The Governor of the Omsk region passed an order on the measures designed to establish and organize a system of antimonopoly compliance by regional authorities, and 28 regulatory acts on implementing the system.
Antimonopoly compliance is a set of measures and procedures aimed at preventing violations of the antimonopoly law.
Implementing antimonopoly compliance is a mandatory condition for executive authorities to implement the National Competition Development Plan.
According to the document, by 2020 the number of violations of the antimonopoly law by the authorities should decrease at least twofold.
According to Omsk OFAS, the number of violations of the antimonopoly law by the executive bodies and local self-government bodies in the Omsk region reduced by 35% in comparison with 2017, particularly, by more than threefold by regional authorities.
The Ministry stated: “Omsk is actively implementing the National Plan. 33 markets are determined as the priorities for competition development. On 29 of them the key targets are already reached and overreached. On 15 of them the region has 100% presence of private business. At the same time, efforts continue to develop competition in these sectors, setting the targets higher than recommended by FAS”.
