MODERN VIOLATIONS REQUIRE STATE-OF-ART TECHNOLOGIES

Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy and Head of FAS Anti-Cartel Department Andrey Tenishev were speakers at the International Cybersecurity Congress

 

“Public procurement means millions transactions and 7 trillion RUB annually, which is a huge temptation for violators. There is also procurement by state-run corporations – adding 15-16 trillion RUB per year”, said Andrey Tenishev.

 

All procurements have long become electronic so the methods of exposing abuses also moved to the digital area. “Big changes have happened in our field, we work mostly “on the spot” exposing violations through study8ng the digital sphere”, emphasized Andrey Tsarikovskiy.

 

“The violators’ tools also become electronic”, added Andrey Tenishev. “It includes verbal arrangements that later are implemented using software and DDOS attacks on sites of competitors to prevent the latter won in competitive bidding”.

 

Discussing the tools to counter digital violations, Deputy Head of FAS informed the event participants about a new system under development that is aimed at exposing violations of the antimonopoly law – nicknamed “digital cat”, which registers violations in all areas of regulating a particular piece of law.

 

Head of FAS Anti-Cartel Department pointed out that an “independent registrar” is created – a system that provides backing up and storing history of e-auctions organized on e-sites. He explained: “What signature is put on an application, from which computer an application is sent, are competitors’ applications identical, from which accounts the bank guarantees are given – overall the program will search and partially evaluate more than 50 parameters”.

 

Andrey Tsarikovskiy shared his dream with the participants: “A program for automated violations analysis that can impose fines similarly to the system for exposing traffic offences. Certainly the procedure should be carefully thought-out, and there must be a possibility to appeal the decisions to FAS in case of disagreement”.

 

Finally, Deputy Head of FAS has an electronic data submission system of data. To protect such data, FAS and Sberbank are pursuing a joint project – “Block chain-based digital interaction between FAS and banks and economic entities”. Data are transferred and stored in encrypted form using the block chain technology and cryptography means certified in the Russian Federation.
