ANDREY TSYGANOV: OUR GOAL IS TO CREATE SUCH CONDITIONS WHEN BREACHING THE LAW IS EITHER IMPOSSIBLE OR INEXPEDIENT

“And support the authorities in executing the competition development orders set by the President for all of us”. Deputy Head of FAS discussed the goals and objectives of the state policy towards competition development at a meeting in Yoshkar-Ola

 

On 1 July 2019, Deputy Head of FAS Andrey Tsyganov had a working meeting on fulfilling the National Competition Development Plan with Head of the Marii El Republic, Alexander Yevstifeev.

 

“Marii El is developing successfully. The economy is reaching a new level, foreign investments are coming, airport will we opened in the very near future, agriculture makes it contribution in increasing the gross regional product and attracting a flow of tourists in the region. This a good and right movement forward”, saidAndrey Tsyganov at the meeting.

 

Deputy Head of FAS pointed out at the factor of successful cooperation between the antimonsoon body and the Marii El authorities, due to which the positive trends in economic development in the region are solidly sustainable.

 

“Our main goal is not to run and look for violators, but to create through joint efforts such legal and economic conditions when violating the law is either impossible, or inexpedient. Therefore, preventing violations and introducing antimonopoly compliance, that the President of the Russian Federation ordered us to implement are our main priorities. Our visits to the regions around Russia are first of all aimed at making sure that we are all at the same page, to identify tasks and issues where FAS can help you, and you can prompt us how to act in particular situations here and other regions of Russia”,  explained Andrey Tsyganov.

 

Deputy Head of FAS emphasized that competition development and execution of the national Plan should be discussed in relations to the National projects:

 

“National projects must be fulfilled with unconditional execution of the targets, set in the National Competition Development Plan. These are documents of the same level, both are approved by the President of the Russian Federation”.

Speaking at a meeting on approval of the Action Plan (Road Map) for developing competition in Marii El, Deputy Head of FAS outlined goals and objectives of the state policy towards developing competition in the Russian Federation and its subjects. He pointed out that many events, significant for competition development, have taken place since the President of the Russian Federation approved the National Competition Development Plan. For example, a meeting of the State Council of the Russian Federation on Competition where the President set goals for regional authorities for developing competition in the regions. The Government approved a new version of the Regional Competition Development Standard and the Road Map for Competition Development.

 

“FAS is in the centre of this work due to its powers and the objectives set for us by the President and the Government”, highlightedAndrey Tsyganov. “Our main task is to support federal executive bodies and regional authorities in executing the orders given by the President”.

 

The parties also discussed fulfilling the targets of the National plan in the course of executing National projects at the regional level, the regional specifics in education and the practice of antimonopoly enforcement.
