MOSCOW OFAS EXPOSED A CARTEL IN MUNICIPAL AMENITIES IMPROVEMENT

The competition authority opened a case upon cartel signs against three bidders of e-auctions of “Konkovo District Zhilischnik” State Unitary Establishment

“ABU-Stroi” Ltd., “EL-Stroi” Ltd. and “ART-Stroi” Ltd. took part in nine auctions for urban amenities works in Konkovo District, Moscow. The overall initial (maximum) price for all contracts was 38.3 million RUB.

The companies filed several price bids during the auctions and then refused to further compete against each other.

According to the procedural results, “ABU-Stroi” Ltd. won three auctions with 5% reduction of the initial (maximum) contract price for the total sum – 10.7 million RUB and “EL-Stroi” Ltd. won six auctions for 25.7 million RUB.

The case will be heard on 15 July. If the company’s guilt is proven, they may face an administrative fine up to 50% of the initial auction value.
