SERGEY PUZYREVSKY: THE ORENBURG OFAS REDUCED ANTIMONOPOLY VIOLATIONS BY 31% AND INCREASED THE SHARE OF SME IN PROCUREMENT
Deputy Head of FAS Sergey Puzyrevsky and Acting Governor of the Orenburg region Denis Pasler had a working meeting in Orenburg on pursuing the National Competition Development Planand mainstreaming the Actions Plan (Road Map) for Competition Support in the Orenburg region
Head of Orenburg OFAS, Vladimir Okshin, Vice-Governor, Deputy Chairman of the Government of the Orenburg regionon Financial-and-Economic Policy, Natalia Levinson also took part in the meeting.
The Orenburg region has approved the key competition development targets, implemented a system for motivating local self-government bodies to efficiently support competition under the frame of the regional rating of investment climate in municipalities, and publish online information about the objects in public (municipal) property.
The Orenburg region is mainstreaming the Competition DevelopmentRoad Map, which is currently under public discussions. It is expected that the Road Map will be approved no later than 1 September 2019.
The state and progress in competitive environment on the regional markets is monitored, and a draft agreement on cooperation with municipalities in the Orenburg region for pursuing the National Competition Development Planand implementing the Competition Development Standard is drafted.
“In 2018 violations by the authorities in the Orenburg region reduced by 31%, the share of procurement from SME increased by 11.6% and reached40.2%. These are included in the control targets of the National Competition Development Plan”, pointed out Sergey Puzyrevsky.“At the same time, the share of state entities in the regions remain relatively high– 14.3%, compared with 6.6% average for Russia and 7.8% for the Volga Federal District, which can restrict entry of new players on the regional markets of goods and services”.
In this context, measures to develop private sector and social entrepreneurship are included in the Regional Competition Development Plan.
Deputy Head of FAS emphasized that need to ensure the priority of observing the antimonopoly and procurement laws in the course of executing the National projects by the Orenburg authorities, and match the goals and objectives of the National Competition Development Plan.
