RACHIK PETROSYAN: DEVELOPING COMPETITION IN THE PERM REGION, WE HAVE ACHIEVED THE RESULTS VISIBLE TO THE POPULATION
A meeting at Perm Regional Authority focused on the efforts undertaken to pursue the National Competition Development Plan in the region and further plans on implementing the Competition Development Standard in the region
On 1 August 2019, Deputy Head of FAS Rachik Petrosyan and Acting Governor of the Perm region Mikhail Syutkin held a meeting on implementing the Competition Development Standard in the region.
Deputy Head of FAS emphasized the efforts of the authorities towards developing competition in the region and a positive trend in implementing the National Competition Development Plan in the region.
“During this year, we have been working on the instructions given to us in the Order of the President of Russia on developing competition in the regions. The Perm region has achieved a lot in this period: Road Maps are formed, compliance is introduced by the authorities – so the administrative system has changed. It is possible to talk about specifics competition development results in segments as well. Changes has occurred in transport, relocatable trade, advertizing, construction, healthcare, education that are visible to people”, said Rachik Petrosyan.
As examples, he mentioned decreased outdoor advertising, implementation of a common ticketing system, a new service mode in transport, when a common quality standard for buses and services is launched.
“According to this quality standard, it is mandatory that buses should be low-floor and equipped with air conditioners, and scheduled service with regular intervals is maintained even if not many passengers are on the routes. This is a result-oriented consequence of pro-competitive reforms”, explained Deputy Head of FAS.
Unitary enterprises in the region dropped down by 34 % in 2018. According to Perm OFAS, violations of the antimonopoly law by the authorities decreased by 48 % in 2018 compared to 2017.
“Actions of the regional authorities to achieve the targets of the National Plan that are set by the President of the Russian Federation following the State Council show their intention to reach the goal at the high-quality level and on time and reach socially important results.
At the meeting we have discussed the Action Plan to support competition that Perm drafted based on the new Competition Development Standard. These measures cover the markets of medicinal drugs, medical and transport services, education and children’s leisure, oil products and industry.
I am confident that developing competition in the Perm region, we will achieve good results that will not only be reported on paper but also truly improve well-being of the local population”, commented the meeting Rachik Petrosyan.
