SERGEY PUZYREVSKY: WELL-BEING OF OUR PEOPLE IS THE MAIN GOAL OF COMPETITION DEVELOPMENT

Another goal is to enhance efficiency and competitiveness of Russian companies

“Over recent years, an imbalance between public and private property has been developing in Russia. Expanding the state sector, those segments are reducing where private business could have developed. The effect is an increase of the monopolistic sector in the economy. Many spheres have a lot of unitary enterprises that receive various state preferences. Different starting conditions result in lack of motivation for developing private initiatives”, said Deputy Head of FAS Sergey Puzyrevsky at the plenary session of the All-Russia Conference “Developing competition in municipalities in the subjects of the Russian Federation”.

The event takes place at the Government of the Moscow region, in Krasnogorsk.

The National Competition Development Plan, adopted in 2017, highlighted 4 key targets to be reached by 2020: achieve presence of small business in all sectors of the economy; halve the number of antimonopoly violations; double the share of procurement from small and medium business (from 15.4% in 2017 to 31% by 2020); and increase procurement by state companies from small and medium business – from 11.2% in 2017 to 18% by 2020.

“In 2018 violations in the field of competition reduced by 12%, representatives of small business won in 29.7% of procurement by government customers and 12% of procurement where customers are state companies. These results inspire certain optimism in further development of competition”, pointed out Deputy Head of FAS.

Then Sergey Puzyrevsky talked about the balance between the National projects and the National Competition Development Plan.

“The goals and objectives of both documents focus on well-being of the population and breakthrough development of Russian economy. All this indicates close relations between the two policy documents. To achieve positive economic transformations, there must be maximum synchronization in executing the National Competition Development Plan and the National projects.

The Chairman of the Government of the Russian Federation instructed the authorities fulfilling the National projects to ensure absolute execution of the measures specified in the National Competition Development Plan and the Road Map on competition support”, emphasized Deputy Head of FAS.

Discussing fulfillment of the competition principles by regions, Head of FAS Fiscal Control Department Vladimir Mishelovin, who moderated the plenary session, highlighted that the Moscow region pays careful attention to support towards development of small and medium business, and puts efforts to improve entrepreneurial initiative, which enables the region to take the top positions in the competitive environment ranking.
