COMPETITION DEVELOPMENT WILL INCREASE THE STANDARD OF LIVING OF THE LOCAL POPULATION

The level of development and the state of the competitive environment in the Kamchatka region have their specifics, related to different conditions for market performance. Special measures in particular sectors of Kamchatka economy are necessary to support competition in the region. This theme was on top of the agenda during a meeting of Deputy Head of FAS Sergey Puzyrevsky with Governor of the Kamchatka region, Vladimir Ilyukhin.

 

“It is worth pointing out that Kamchatka chose 6 additional markets, including production of food products, tourism and retail sales. It is illustrative of a comprehensive approach used by the authorities. To achieve the goals set at the highest nation-wide level”, said Deputy Head of FAS Sergey Puzyrevsky.

 

The parties discussed reduction of the share of state participation in the regional economy. Deputy Head of FAS informed that last year the number of unitary enterprises decreased by 12 %.

 

“FAS drafted a law to ban state and municipal unitary enterprises on competitive markets and reorganize them in other forms of management. Reduction of municipal and regional public enterprises, required by the National Competition Development Plan will have a positive effect upon the economy since the segment of inefficient organizations will shrink. The State Duma [the Parliament] will consider the draft law in the second reading”, pointed out Sergey Puzyrevsky.

 

Deputy Head of FAS also held a Round Table in the Arbitration Court of the Kamchatka region to review the enforcement practice of FAS and Kamchatka OFAS, judicial statistics and the main directions for competition development in Russia.

 

“All decision and actions undertaken by FAS accounts for the National Competition Development Plan, approved by the Order of the President of the Russian Federation, and the list of orders issues following the State Council. It means that supporting competition and small business in the economy is a FAS priority”, stated Deputy Head of FAS.

 

“Courts abolished 11.2% FAS decisions. The target for FAS set for the future periods is 10%. To this purpose, we should continue enhancing efficiency of all tools”, added Sergey Puzyrevsky.

 

Deputy Head of FAS also had a meeting with the staff of Kamchatka OFAS. He outlined the most pressing issues faced by the Antimonopoly Service in its field of operations, and the expected changes to the law.

 

He also described the efforts of the Federal Antimonopoly Service to control compliance with the competition principles in the National projects and the forms of such control.

 

At the Q&A session, Sergey Puzyrevsky praised highly active involvement of Kamchatka OFAS in competition support in the region and participation in preparation an implementation of antimonopoly compliance by the authorities.
