FAS RECEIVED 53 DRAFT REGIONAL ROAD MAPS FOR COMPETITION DEVELOPMENT FOR APPROVAL
In view of the priority of competition development *, the work on mainstreaming and approving Road Maps should be completed in October 2019. FAS drafted the Guidelines to assist regions with a list of possible measures to be included in the Road Maps on competition development
“As of 1 October, FAS has held 42 meetings with top officials of the regions of the Russians Federation on pursuing the National Competition Development Plan”, said Deputy Head of FAS Sergey Puzyrevsky at a meeting on interaction with regions under the frame of implementing the Competition Development Standard. “FAS received 53 draft regional Road Map on competition development for approval”.
So far the antimonopoly bodies have considered over 40 drafts. FAS Legal Department studies them together with the colleagues form specialized FAS Departments.
Road Maps are already approved in 9 regions: Arkhangelsk, Ulyanovsk, Dagestan, Volgograd, Stavropol, Amur, Omsk, Penza and the Khanty-Mansiisky Autonomous District. At the same time, not all of the above regions have ore-approved their Road Maps with the antimonopoly authority, which is contrary to the agreements between FAS and regions.
“FAS regional Offices must intensify work with the regions and assist them in drafting Road Maps. The drafts should contain specific proposals on achieving particular goals rather than an abstract set of measures”, emphasized Sergey Puzyrevsky.
Guidelines are devised to help regions draft their Road Maps. They contain an approximate list of measures that regions can expand.
According to Deputy Head of FAS Legal Department, Artem Molchanov, FAS considers draft Road Maps on a weekly basis. It requests the position of regional PFAS on the draft Maps.
Deputy Head of FAS Legal Department, Oksana Kuznetsova informed that regions must in the future mainstream their Road Maps based on the stages completed and the intermediary results achieved.
She specially underlines that the already completed measures and targets cannot be included in the Road Map.
