SERGEY PUZYREVSKY ABOUT IMPROVEMENTS IN TARIFF REGULATION
Speaking at a session of the Board of the Russian Union of Industrialists and Entrepreneurs (RCPP), Deputy Head of FAS Sergey Puzyrevsky highlighted the legislative initiatives of the antimonopoly authority and informed about the draft Law “On the fundamental principles of state regulation of prices and tariffs” and reforming natural monopolies
Regarding tariff system improvement, he paid attention to applying a uniform approach in price and tariff setting for regulated activities, excluding tariff discrimination, supporting long-term- transparent tariff solutions in general.
He pointed out that it will generate trust in price and tariff setting from regulated entities as well as consumers.
Deputy Head of FAS specially described amendments to the Law “On Protection of Competition” about anti-cartel regulation. The draft was submitted to the Government in order to execute instructions given by the President of the Russian Federation. Sergey Puzyrevsky highlighted the provisions aimed at enhancing efficiency of the work of the antimonopoly bodies in the course of unscheduled inspections when elements of cartels are exposed.
Sergey Puzyrevsky also touched FAS amendments to the Criminal Code of the Russian Federation.
The event ended with an award ceremony. RSPP awarded Certificates of Merit to Head of FAS Legal Department Artem Molchanov, Head of FAS Department for Regional Tariff Regulation, Yulia Yudina and Head of FAS Department for regulating the Housing-and-Utilities Sector for their significant contribution in developing and supporting entrepreneurship.
