DMITRY MAKHONIN: THE LESS EXCEPTIONS TO THE TAX MANOEUVRE, THE BETTER
Head of FAS Department for Regulating the Fuel-and-Energy Complex and Chemical Industry explained the importance of non-discriminatory approach to this sphere
On 10 October, Dmitry Makhonin took part in the XII International Conference “Argus Market of Oil Products 2019. Russia and the CIS”.
The event focused on the measures of the most significant upon development of the domestic and export market of Russian oil products in 2019.
Talking about exceptions for companies, he said: “As the antimonopoly regulator, FAS believes that the performance conditions of fiscal tax system should be based on the principles of non-discrimination. The less exceptions, the better”.
Head of FAS Department for Regulating the Fuel-and-Energy Complex and Chemical Industryalso highlighted FAS intention to improve the pricing tools for aviation kerosene and fuel supplies to the Far East Federal District:
“In our part, we will ensure adopting the necessary LSA to determine the supply bases to the Far East Federal District and adjust our order, according to which we will publish prices for aviation kerosene to estimate the refundable excise”.
Answering the question regarding the petrochemical base, Dmitry Makhonin pointed out that the earlier discussed changes to the customs duties are no longer relevant, and supported introducing a refundable excise subject to industry investments.
