FAS AND SYSTEM OPERATOR ORGANIZE INFORMATION EXCHANGE
On 15 October 2019, the Federal Antimonopoly Service and “System Operator of the Unified Energy System” JSCsigned an Agreement on electronic information interaction providing for information exchange using the Federal State Information System - FAS Unified Informational-and-Analytical System (FAS UIAS)
The ceremony took place at the National Workshop on Tariff Regulation in 2019 and the goals of regulators for 2020, organized by FAS. The Agreement is signed by Head of FAS Igor Artemiev and Board Chairman of “System Operator of the Unified Energy System” JSC, Boris Auev.
Using FAS EIAS in information exchange between the System Operator and the antimonopoly authority is aimed at optimizing ad enhancing security of regular data exchange by both parties to the Agreement through their work.
The System Operator and FAS are the key participants of such basic processes in the electric power industry as compiling consolidated forecast balance of energy generation and supply of electric power (capacity) within the Unified Energy System of Russia, supporting performance of the markets of eclectic power, capacity and system services.
As part of their work, the parties exchange various information on a regular basis, such as actual data on generation and consumption of electric power and net power flows, offers on electric power generation by hydroelectric plants for the forthcoming year, draft and reviewed drafts of consolidated forecast balance for the forthcoming year, lists of applications for capacity sale submitted to generating facilities in order to take part in long-term competitive capacity take-off specifying price parameters and the nominated capacity, and the data on the take-off outcome.
In accord with the Agreement, these data will be exchanged, using FAS EIAS, via electronic digital communications channels with enhanced encrypted and certified digital signature.
"The Agreement should bring cooperation between FAS and the System Operator to a brand new level, accelerating information exchange and shifting it increasingly more to the digital", pointed out Igor Artemiev upon singing the Agreement.
