DMITRY VASILIEV: A LOW LEVEL OF COLLECTING PAYMENTS IS NOT A REASON TO INCREASE TARIFFS

On 16 October 2019, Head of FAS Department for Regulating the Electric Power Industry, Dmitry Vasiliev was a speaker at the “National Workshop on Tariff Regulation in 2019 and the goals of regulators for 2020".

 

He explained: "One of the main issues of tariff regulation in the housing-and-utility sector and the eclectic power industry in the North Caucasus Federal District are a low level of collecting payments for the rendered services as well as a high level of commercial losses in networks. The situation in the region will improve significantly if these figures will reach the average Russian indicators. As for tariff solutions, for the next few years they are set at a sufficient level”.

 

Head of FAS Department for Regulating the Housing-and-Utilities Sector, Alexei Matyukhin, co-moderated the session on the “Specifics of tariff regulation in the regions of the North Caucasus Federal District".

 

The participants emphasized interdependence of tariff regulation of the electric power industry and the housing-and-utilities sector, and suggested to analyze sectoral problems and possible solutions in their totality.

 

Based on the discussion, a decision was made to form a joint Working Group on tariff regulation of the electric power industry and the housing-and-utilities sector in the regions of the North Caucasus Federal District.

 

"We are awaiting your proposals and expect a maximum constructive dialogue which takes into account the regulators’ opinion", summed up Dmitry Vasiliev.
