FAS ANALYSED APPROACHES TO PAYROLL BUDGET

Deputy Head of FAS Sergey Puzyrevsky chaired a meeting on developing legislation about state regulation of prices and tariffs with the Work Group of the Trilateral Commission for regulating social-and-labour relations

At the outset, Head of FAS Department for Regional Tariff Regulation, Yulia Yudina described the work on a draft law on tariffs and prices that determines the procedure for labour costs record as an element of regulated prices.

Then the participants analyzed possibility of applying coefficients, specified in sectoral and other agreements in the sphere of social partnership, in a draft Decree of the Government of the Russian Federation “On amendments to some acts of the Government of the Russian Federation with regard to tariff setting on electric power transmission services using the comparison method”.

Based on the discussions, protocol decisions were made, which FAS shall forward to the Trilateral Commission for regulating social-and-labour relations.

Sergey Puzyrevsky emphasized the need to consider record keeping of the provisions of sectoral and other agreements in the sphere of social partnership in draft regulatory acts in view of the proposals put forward by the meeting participants.

Finally, the event participants emphasized the importance of such measures to form common consolidated approached in state regulation of prices.
