DAGESTAN PLANS TO INCREASE THE SHARE OF PRIVATE COMPANIES IN HEATING SUPPLY

Relevant amendments are included in the updated Road Map for developing competition in Dagestan

In September 2019, Head of Dagestan Vladimir Vasiliev issued an order to mainstream competition in the Republic. It is expected that the share of private companies on the heating supply sector of the housing-and-utilities market by 2022 will increase to 96%, which is 20% higher than in 2018. Also, involvement of commercial companies in municipal transportation must reach 100%. By 2022 Dagestan should increase the share of private companies providing rehabilitation services to disabled children.

According to Head of FAS Legal Department Artem Molchanov, competition development, particularly, through presence of private companies on various markets, will facilitate price reduction and increase the quality and accessibility of goods and services.

He explained that the updated Road Map will be approved upon FAS consent. The Road Map has two parts: a list of the key indicators to achieve the expected results in sectors of the economy and measures towards developing competition in Dagestan. It covers 37 markets, including: healthcare, social services, the agro-industrial complex, the housing-and-utilities sector, road construction, and others.

To fulfill No 618 Order of the President of Russia of 21.12.2017, regions should mainstream and approve Road Maps for competition development. FAS issued the Guidelines to assist the regions in drafting Road Maps, which contain an indicative list of measures that regions can expand.
