THE NEW NATIONAL PLAN WILL BE DIGITAL

Draft contains maximum measures facilitating development of competitive environment in the digital economy

On 22 November 2019, FAS Methodological Council discussed 2021 – 2025 National Competition Development Plan.

Deputy Head of FAS Legal Department Oksana Kuznetsova pointed out that draft National Plan comprised all proposals from FAS specialized Departments and interested bodies, including the Ministry of Economic Development and the Ministry of Interior.

“We concluded that the new National Competition Development Plan must include “top-level measures.  We put concrete things to the Road Map to be adopted by the Government of the Russian Federation”, Head of FAS Legal Department, Andrey Molchanov explained that outcome of refining the project. “Following the discussions at the Conference in Skolkovo, we concluded that the new National Plan must be come digital. So the today’s draft includes maximum measures facilitating development of competitive environment in digital economy”.

“Competition should be developed not only on monopolistic but also on competitive markets so we plan to expand the list of current segments in the draft and set the key targets for them. Evidently, the interested federal executive bodies and representatives of business will be engaged in the work on the draft National Plan”, added Chairman of the Methodological Council, Deputy Head of FAS Andrey Tsyganov.

By 1 March 2020, FAS must submit the draft Order of the President of the Russian Federation on approving 2021 – 2025 National Competition Development Plan to the Government of theRussian Federation. The next meeting to discuss the draft will be in December 2019.

The experts also discussed a draft Action Plan for implementing the Strategy of Competition Development and Antimonopoly Regulation in theRussian Federation until 2030, which is expected to be approved by the end of 2019.
