THE "BIG DIGITAL CAT" CARTEL EXPOSURE PROGRAM WAS PRESENTED AT ISTANBUL COMPETITION FORUM
The Forum discussed modern systems of countering bid-rigging collisions
On 25-26 November, Istanbul Competition Forum discussed the best world practices for investigating cartel cases. The participants spoke out and exchange experiences in the field of international cooperation in competition enforcement.
FAS delegation included Head of Saratov OFAS Lyudmila Borisova and representatives of Tatarstan OFAS – Deputy Head Igor Pavlov and Head of Procurement Control, Almaz Yafizova. Lyudmila Borisova made a report on FAS tactics to counter modern cartels and analyzed the tools used, included a multi-parameter system for exposing and suppressing bid-rigging cartels – “Big Digital Cat” designed to identify agreements and programs, and, the most important, finding those who orchestrated them.
In the modern world, where ways of doing business are rapidly transforming, cartels promptly adjust to new trends and begin to be formed with new algorithms, artificial intelligence and robots.
Istanbul Competition Forum was organized by Turkey’s Antimonopoly Authority jointly with UNCTAD. The Forum gave an opportunity to representatives of international antimonopoly bodies and organizations as well as scholars and experts that have experience in competition law and economy, to share ideas and achievements.
