VLADIMIR MISHELOVIN: LET’S TOGETHER CREATE CONDITIONS FOR BONA FIDE MARKET PARTICIPANTS
With these words, Head of FAS Fiscal Control Department addressed the “Small and Medium Retail in Russia” Forum. The National Forum was organized by the Ministry of Industry and Commerce and the Small-Scale Trade Association with support of “OPORA Russia” National Small and Medium Business Association. The panel discussion at the Forum was moderated by Vladlen Maximov, President of the Small-Scale Trade Association and Vice-President of “OPORA”. The discussion focused on solving strategic and local aspects of small- and medium-scale trade.
Vladimir Mishelovin, Head of FAS Fiscal Control Department emphasized that “competent regulation at the federal and regional level should improve rather than deteriorate the position of bona fide entrepreneurs. Let’s think about it together and create conditions for bona fide market participants”.
Regarding market regulation, Head of FAS Fiscal Control Department stated that “experience shows that the stronger is a crack down, the higher are the risks of illegal products, if there is unsatisfied demand, there will be unfair producers”.
Moving to the minimum retail price setting for alcohol products, Vladimir Mishelovin said that “there is an understanding that the minimum retail price is an underused tool, which indeed can have an impact on leveling particular misbalances on the market. The discussion on applying the minimum retail price in order to reduce the share of illegal products continues”.
Summing up, Vladimir Mishelovin informed the audience that FAS jointly with the business community and the authorities is working on 2021-2025 National Competition Development Plan that should include cardinal steps towards improving the business climate and developing competitive relations on the markets as well as open new prospects for developing small and medium business.
