ALEXEI DOTESENKO: PUBLIC SERVANTS SHOULD KEEP UP WITH THE TIMES
Representatives of federal bodies presented and defended their digital projects under the frame of the “Chief digital transformation officer” (CDTO) programme. The programme is offered by the Centre for training digital transformation officers at Public Administration Higher School of the Russian Presidential Academy of National Economy and Public Administration, formed with support of the Ministry of Digital and the Ministry of Economy.
Projects were defended in front of Vice-Premier of the Russian Government, Maxim Akimov; Rector of the Russian Presidential Academy of National Economy and Public Administration, Vladimir Mau; and Academic Director of the Centre for training digital transformation officers, Maria Shklyaryuk.
Maxim Akimov emphasized that today public servant must be able to work with big data, understand how to describe processes in government agencies and structure interaction with counteragents and partners. “The programme for training CDTOis an opportunity for public servants to start solving tasks with a new, “digital” view”, said Maxim Akimov.
The team comprising Deputy Head of FAS Alexei Dotsenko; Deputy Head of Rosselkhoznadzor [the Federal Service for Veterinary and Phyto-Sanitary Surveillance] Svetlana Alekseeva; Deputy Head of Rosselkhoznadzor, Konstantin Savenkov, Stats-Secretary, Deputy Minister of Industry and Commerce of the Russian Federation, Viktor Yevtukhov; and Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation, Alexei Sokolov, presented a project on “Digital Agricultural Monitoring”. A neuron network prototype was developed in the project. The objective was to use artificial intelligence to process array of data on every stage of a life cycle and movements of animal products within the shortest possible time and with maximum precision.
Alexei Dotsenkoemphasized: “It was one of the first successful cases of applying artificial intelligence technology for public data. We have achieved astonishing results, decreasing the costs of a single transaction from 300 RUB to 3.5 kopeks. I am inspired by my involvement in this project. And I am confident that we will be able to employ this experience in FAS work, for example, in tariff regulation or on control over public procurement. Improving the skills of working with big data as well as efficiently using them in project management and exposing violations, we, therefore, make room for far competition”.
