REPRESENTATIVES OF FAS AND KAZAKHSTAN SUPREME COURT DISCUSSED THE ANTIMONOPOLY REGULATION
Their meeting on exchanging experience took place at FAS on 23 December 2019
The welcoming address to representatives of the Supreme Court of the Republic of Kazakhstan was given by Deputy Head of FAS Pavel Zaborschikov who pointed out that the Federal Antimonopoly Service is a body always ready for a dialogue with agencies of other countries.
The focus of the visit was on judicial practice on appealing FAS decisions, conducting investigations and market analysis, delineating competences between the national antimonopoly body and the Eurasian Economic Commission, as well as the specifics of approving tariffs in the field of communications of the Russian Federation.
Talking to the foreign colleagues, Deputy Head of FAS Legal Department, Larisa Vovkivskaya, discussed the procedures for conducting inspections by the Russian antimonopoly body, investigating cases on violating the antimonopoly law, holding violators administratively liable, and pursuing in-house appeals.
Olga Klimova, Deputy Head of FAS Department for Regulating Communications and Information Technologies, shared the practice of applying marginal pricing by Russian antimonopoly body when calculating regulated tariffs for the services of publically available telecommunications and postal service.
The event was attended by: Guljan Almagambetova, Janyldyk Kashkinbaeva and Nurlan Sultanov, judges of the Supreme Court of the Republic of Kazakhstan; Madi Rysbekov, Chairman of Astana Specialized Inter-District Court on Economic Affairs; Jannat Yertlesova, Board Chair, the Association of Kazakhstan Taxpayers; Nuria Sisenova, a judge at Judicial Division for Civil Cases, of the Supreme Court; Alia Jumbaeva, Director of Competition and Public Procurement Policy Department, the Eurasian Economic Commission; and Alexei Sushkevich, Director of Antimonopoly Regulation Department, the Eurasian Economic Commission.
