THE LIPETSK REGION PRESENTED AN UPDATED ‘ROAD MAP” FOR DEVELOPING COMPETITION

The updated Road Map comprises 34 markets. One of the main objectives of the National Plan is to increase the share of private companies in the economy and create healthy competition.

 

For example, there an information campaign will be conducted in the Lipetsk region on the work of the portal on additional education for children. Everything about afterschool clubs, projects and programmes as well as planned events can be found through the navigator. The regional authorities also intend to put data about private companies on the portal.

 

Fulfilling the regional Road Map on competition development in the Lipetsk region, it is planned to pilot personal financing certificates. The mechanism is simple: children choose a club or a project and the state transfers funds for payment for the studies to the relevant personal accounts.

 

On the market of social services, the regional authorities plan to grant subsidies to NGO in order to compensate the costs of rendering social services. In the road sector, a transition to automated collection and analysis of information about the costs of construction resources with use of federal state pricing information system in the road industry is expected.

 

The Lipetsk region is also planning to create an interactive map for energy efficiency of apartment blocks, and open a hot line and an e-mail for feedback regarding state housing inspection.

 

By 2022, the Lipetsk region intends to increase the number of private companies in architectural and civil engineering by 30%, from 50% to 80%. The commercial sectors of the market of children’s leisure and recreation will grow up from 12.5% to 20%. Public and municipal procurement also will be in the focus of the regional authorities.

 

A business reference book and a hot line on entrepreneurship support will be created in the Lipetsk region.

 

Deputy Head of FAS Legal Department Oksana Kuznetsova pointed out: “Increasing the number of small and medium companies on various markets is a step towards developing a healthy competitive environment, both in a particular region and in Russia in general. Involvement of representatives of business in the economy of Russia is one of the key goals of the National Plan for Competition Development”.

 

FAS has drafted the guidelines for Road Maps that outline a list of measures on the markets, which regions can expand.
