MURMANSK REGION WILL SUPPORT COMPANIES IN AGRICULTURE, FISHERY AND URBAN DEVELOPMENT
The Road Map of the Moscow region for Developing Competition outlines specific proposals for supporting enterprises form various sectors of the economy
At the end of 2019, Governor of the Murmansk region Andrey Chibis approved* the Action Plan (Road Map) for supporting competition development in the region till 2022. It covers 37 markets.
For instance, to improve the number of private companies on the market of urban amenities, the region plan to undertake measures in order to separate procured works/ services on this market into more lots, decreasing the scope of works, provided such reduction is economically efficient. It will help attract new companies to the sector and increase the share of small and medium business in procurement.
In pedigree livestock farming, Murmansk plans to compensate the costs (w/o VAT) from the federal and regional budgets to companies included in the State Pedigree Register for keeping their breeding stock of farm animals. This measure, specified in the Road Map, will enable to preserve the breeding stock population at the farms that have the status of “pedigree breeding unit” and support enterprises in the sector.
Developments on the market of processing aquatic biological resources will be stimulated by making lending resources more accessible for sustainable operations of on-shore fish canneries and expanding production. In particular, a programme will be implemented in the Murmansk region to compensate some of the costs to the companies, involved in processing aquatic biological resources or establishing on-shore production facilities for processing aquatic biological resources, that they incurred by paying the interests on loan agreements (upon filing).
To increase production of commercial aquaculture in the Murmansk region, some costs for paying loan interests will be compensated if aquaculture companies use the loans to buy feed for fish and hatchling and to invest (upon filing).
“The Murmansk region is on the 29 place in the ranking of regions by the level of support for competition development in 2018. The updated Road Map on Competition Development gives particular proposals and forecasts regarding the expected results. This approach will enable Murmansk to improve its positions in the ranking and successfully fulfill the National Competition Development Plan”, pointed out Deputy Head of FAS Legal Department, Oksana Kuznetsova.
