ARMEN KHANYAN IS APPOINTED HEAD OF FAS DEPARTMENT FOR REGULATING THE FUEL-AND-ENERGY COMPLEX AND THE CHEMICAL INDUSTRY

Armen Khyanyan was born on 6 July 1979.

 

In 2000, he graduated from the Russian Customs Academy specializing in economics and company management and then in 2008 got a Master’s Degree at the European Study Centre, MGIMO University of the Russian Ministry of Foreign Affairs, specializing in “Policy of the European Union”.

 

Armen Khyanyan holds a doctorate degree in Economics (Candidate of Sciences).

 

He began his career in 2000 at the Research Centre of the Russian Customs Academy as a senior inspector. In 2005 Armen Khyanyan was appointed a senior inspector and then the chief customs inspector at the Main Department for Federal Customs Revenue and Tariff Regulation of the Federal Customs Service.

 

Armen Khyanyan joined the Federal Antimonopoly Service (FAS Russia) in October 2008.

 

In 2010-2012 he held a position of Deputy Head of FAS Department for Control over Foreign Investments.

 

Later Mr. Khanyan was promoted to Head of FAS Department for Control over Foreign Investments (2012-2016).  

 

In April 2016, Armen Khyanyan was appointed Acting Head of the Office of the Federal Antimonopoly Service in Moscow. From July 2016, he worked in the position of Head of Moscow OFAS.

 

Armen Khyanyan has publications on various aspects and problems of attracting foreign investments. He is the author of a book – “Russia and WTO: world and domestic experience of stimulating and regulating a flow of foreign investments”.

 

He received FAS commendation and a Certificate of Honour. He also was granted an honorary title – “Honoured Worker of the Antimonopoly Bodies of Russia”.

 

In 2015 Armen Khyanyan was awarded a II degree Medal of the Order “For Merit to the Fatherland”.

 

In 2017 he received commendation from the Moscow Mayor for his contribution in fulfilling the state economic policy, development of entrepreneurship and competition in Moscow.  

 

In 2018 Armen Khyanyan was awarded a III degree medal of the Federal Antimonopoly Service - “For Distinguished Service”.

 

Since 12 February 2020, the fuel-and energy complex and the chemical industry are supervised by Stats-Secretary, Deputy Head of FAS Andrey Tsarikovsky; the socially sphere and trade will be supervised by Deputy Head of FAS Alexei Dotsenko.
