FAS EXPOSED VIOLATIONS IN TARIFF-SETTING IN THE KEMEROVO REGION

Warnings will be issued to the Regional Energy Commission

On 10 April, the FAS Commission held a regular meeting in a remote mode to consider disputes and disagreements concerning establishing and (or) applying the law on government regulation of prices (tariffs) and other issues of violating the law on government regulation of prices (tariffs).

The Commission analyzed materials of a scheduled on-site FAS inspection with regard to the Kemerovo Regional Energy Commission (currently – Kuzbass Regional Energy Commission).

The Commission revealed violations of the law on government regulation of prices (tariffs) in the field of heating supply, water supply and water drainage committed by the Kemerovo Regional Energy Commission in the course of setting prices (tariffs) in 2017-2019 for regulated entities in the region.

In the near future, FAS will send warnings to the Kemerovo Regional Energy Commission to eliminate the violations.

Yulia Yudina, Head of FAS Department for Regional Tariff Regulation pointed out: "FAS continues its work on considering complaints and petitions about violations in the field of  government regulation of prices (tariffs), but in a new format for FAS – remotely. It also concerns FAS staff, particularly, those moved to remote work, and the parties directly involved in the cases. At the same time, all concerned persons are notified in advance about the new dates of case consideration and possibility to participate remotely".

Background:

FAS informed earlier that on cases that cannot be postponed (if they must be considered by 30 April 2020) remote work will be organized with use of video-conferencing systems or programs for online video calls.
