CARTELS IN CONSTRUCTION OF MEDICAL AND EDUCATIONAL FACILITIES ARE SUPPRESSED

The Antimonopoly Service continues exercising control over fulfilling the National Projects under harsh conditions caused by the COVID-19 pandemic

 

FAS found that “Artel” Ltd. and “YANTARSERVICEBALTIC” Ltd. violated Clause 2 Part 1 Article 11 of the Federal Law “On Protection of Competition” by concluding an anticompetitive agreement that resulted in maintaining prices at tenders for construction of a regional oncological centre in the Kaliningrad region and a general secondary school in the Udmurtia Republic.

 

It was also established “YANTARSERVICEBALTIC” Ltd. concluded an agreement with the Kaliningrad Capital Construction Department. Breaching Clause 1 Part 1 Article 17 of the Federal Law “On Protection of Competition”, the customer and a bidder entered into the competition-restricting agreement for procurement related to construction of a school in Kaliningrad.

 

The total contract sum at three auctions exceeded 5.6 billion RUB. FAS points out that construction of educational facilities was financed under the frame of fulfilling the “Education” National Project. Cartels were exposed in collaboration with Kaliningrad OFAS, the law enforcement bodies and Rosfinmonitoring [the Federal Financial Monitoring Service].

 

Head of FAS Anti-Cartel Department, Andrey Tenishev pointed out: “General secondary schools were built under the frame of the “Education” National Project. In spite of the pandemic of the new coronavirus inspection, we continue carefully exercising control over fulfillment of the National Projects. The National Projects mean trillions of Rubles allocated from the budget for achieving important social-and-economic targets. Efficient use of these funds forms the basis for sustainable development of Russia”.
