IN 2019, LAND AUCTIONS IN THE MOSCOW REGION WERE CONVERTED INTO ELECTRONIC FORMAT

The Moscow Regional Office of the FAS Russia led the list of the best achievements of the Regional  bodies in 2019, approved by the Presidium of the FAS Russia

At the initiative of the Moscow Regional Office of the FAS Russia, auctions conducted in accordance with the Land Code of the Russian Federation were converted to electronic form. Until 2019, land auctions had been the last type of commercial tenders in the Moscow region that were not converted to electronic auctions.

This was made possible by the sustained Pro-competitive policy of the Governor of the Moscow Region and the Government of the Moscow Region for the implementation of  the National Plan for Development of Competition in the Russian Federation for 2018 – 2020, approved by the decree  of the President of 21.12.2017 No. 618.

Deputy Head of the Department for Control over Construction and Natural Resources of the FAS Russia Oksana Malaya noted that rejection of the paper format allowed to ensure transparency of auctions, administer property more effectively and reduced the possibility of collusion at auctions.

So, since the second quarter of 2019, 100% of such auctions are held in the form of electronic auctions. Due to the transition to electronic form, the level of sale of commercial land plots has increased in comparison to "gavel" procedures.

The number of trades with a single participant has decreased. 51% of trades were held with a single participant in 2018, then in 2019 – only 36.7%.

The average growth of the initial bid price has increased, reaching 114% in 2019 opposite to 109.9% in 2018.

The number of "non-transparent procedures" (opening envelopes with applications for participation in auctions, receipt of them, storage) and the possibility of collusion at auctions has also decreased.

Oleg Korneev, Head of the Department for Control over Construction and Natural Resources of the FAS Russia emphasized, "Conversion of land auctions in the Moscow region to electronic format has increased the number of participants, made auctions more accessible and open. This is a good initiative aimed at preventing violations of antimonopoly legislation and developing trade procedures".
