On December 21, the Federal Antimonopoly Service considered an application for prior consent for the conclusion of an agreement by mobile radiotelephone operators on joint activities in the Russian Federation to build 5G networks. The FAS Russia approved the deal under condition of fulfillment of the order aimed at ensuring competition in the communication services market.

The order is aimed at creating equal access to radio frequencies for all participants of the mobile radiotelephone market. In particular, the telecom operators involved in the transaction need to develop and agree with the antimonopoly authority the terms for using infrastructure and (or) the joint using radio frequencies and the conditions for providing of infrastructure for MVNO telecom operators [1].
