MAXIM SHASKOLSKIY TOOK PART IN THE CONFERENCE “STATE AND DEVELOPMENT OF COMPETITION LAW”

St. Petersburg hosted an international scientific and practical conference State and Development of the Law on Protection of Competition

Maxim Shaskolskiy, Head of the FAS Russia, addressed the conference participants with a welcoming speech. He thanked the organizers of the event for preparing and holding the conference timed to coincide with the 30th anniversary of antimonopoly regulation in Russia.

In his speech via a video conference call, the Head of the FAS Russia noted that in the early 90s, in the context of economic reforms, it was necessary to develop and adopt the fundamentals of antimonopoly regulation and law, which would ensure the direction of economic development towards building new market relations.

Over time, the construction of the country's new economic system and the development of market relations required the modernization of antimonopoly law.

Thus, with the development of the practice of applying antimonopoly law throughout the country, significant changes were made to the law, that are “antimonopoly packages”. Four “antimonopoly packages” were adopted in 2006-2016.

“The main task of the antimonopoly law today is the protection and maintenance of competition, the suppression of behavior, the consequences of which are the restriction, elimination or prevention of competition,” he said.

Currently, the plan of draft law activity of the Government of the Russian Federation for 2021 includes draft laws of the Authority aimed at improving the effectiveness of antimonopoly control measures and creating a sustainable economic development of the country.

Concluding his speech, he noted that the development of antimonopoly law and the activities of the Authority as a whole should be based on modern scientific research and approaches.
