FAS: LIMIT WHOLESALE SURCHARGES TO PRICES FOR MEDICINES IN MOSCOW DECREASED ON AVERAGE BY 3.7%

At the same time, in the most popular price group of vital medicines costing from 100 to 500 rubles, the reduction in the maximum size of the wholesale surcharge will be 5%

Last year the  FAS Russia developed and approved the Methodology*, which began to comply with the new edition of the Law on the Circulation of Medicines. 

These documents have led to uniformity applying value-added tax (VAT) when calculating wholesale premises and eliminated the hypothetical possibility of discrimination against organizations depending on the system of general or simplified taxation. 

The FAS Russia methodology came into force on March 1, 2021. Giving that, the antimonopoly agency initiated a review in all regions of the maximum wholesale and retail allowances to the actual prices of manufacturers for life-saving medicines to ensure their maximum accessibility for citizens.

It should be noted that they are established by the subjects of the Russian Federation according to the specified FAS methodology and are necessary to prevent uncontrolled peak changes in prices for medicines in pharmacies, as well as shortages of medicines that are included in the list of vital and essential medicines.

Currently, the antimonopoly service agreed on a draft of new wholesale premiums, which will be applied in Moscow. It provides for their reduction on average by 3.7%. This decrease is largely due to changes in the price ranges of medicines and other factors.

The resolution of the Government of Moscow** will come into force on November 1, 2021, in order to all market participants have time to switch to a new system of allowances.

The FAS notes that by the end of the year, the size of wholesale surcharges will be revised in all regions of the country.
