On 26 February 2016, the Federal Antimonopoly Service (FAS Russia) fined the “National Association of Estimated Pricing and Cost Engineering” Non-Profit Organization (3.5 million RUB), “Gosnormativ” Ltd. (9.9 million RUB), “Gosstroismeta” Ltd. (1.3 million RUB) and “Stroiinformizdat” Ltd. (100,000 RUB) for concluding an anticompetitive agreement involving the authorities and government bodies.

On 2 March 2016, at a workshop in the course of an extended FAS Collegium, the Head of FAS Anti-Cartel Department Andrey Tenishev discussed the results of monitoring cases under Articles 11, 11.1 and 16 of the Federal Law “On Protection of Competition” and inspecting economic entities.

A new, No. 17 issue of the research-to-practice electronic journal of the Federal Antimonopoly Service: “Russian Competition Law and Economy” includes papers written by representatives of the antimonopoly authority and Russian universities on particular aspects of antimonopoly regulation in different sectors of the economy.

The 9th Arbitration Appeal Court dismissed a claim of the “Federal Centre for Pricing in Construction and Construction Materials Industry” Federal Autonomous Institution (“FTsTsS”) to suspend a decision and determination issued by the Federal Antimonopoly Service (FAS Russia).

The Arbitration Court of the Far East District upheld the rulings of the Courts of First Instance and Appeal Courts and confirmed administrative fines imposed upon “Aquaresource-DV” Ltd. and “Taifun” Ltd. as cartel members. Earlier, the Federal Antimonopoly Service (FAS Russia) established that damages to the state caused by the cartel reached more than 72 million RUB.
