FAS ISSUED A WARNING TO MOSCOW REGIONAL DUMA UPON SIGNS OF RESTRICTING COMPETITION

The regional legislature passed a law restricting competition on the market of educational services in the region

FAS issued a warning to Moscow Regional Duma to stop actions that had elements of violating Clauses 2,5, 8 Part 1 Article 10 of the Federal Law “On Protection of Competition”.

The regional legislature passed a law*, according to which Moscow State Regional University is the only supplier (executor) of educational services in the Moscow region for training workers of contract services, contractual administrators of the authorities of the Moscow region, the authorities ad local self-government bodies of municipalities, as well as state and municipal unitary enterprises, state and municipal establishments of the Moscow region.

Deputy Head of FAS Department for Control over Social Sphere and Trade, Yulia Yermakova emphasized: “The Department surveyed participants of the market of educational services in the Moscow region and Moscow and established that the market is competitive. More than 20 higher education providers can offer educational services on the programme for training staff of the authorities and local self-government. By 2 April, Moscow Regional Duma must either recognize the law void or make amendments to the law eliminating the elements of restricting competition”.
