FAS EXPOSED ELEMENTS OF A BID-RIGGING CARTEL FOR ROAD REPAIR IN THE SAMARA REGION

Elements of breaching the antimonopoly law are exposed in the course of 14 auctions for the total amount exceeding 4 billion RUB

 

FAS opened a case against “Samaratransstroi” Ltd., “Ulyanovsktransstroi” Ltd. and “S.I.T.I” Ltd. upon signs of concluding and implementing anticompetitive agreements at the auctions for motor road repair in the Samara region.

 

Taking part in e-auctions, the companies allegedly created a veneer of competition, as a result of which the initial maximum contract price reduced no more than 0.5%.

 

Head of FAS Anti-Cartel Department, Andrey Tenishev, pointed out: “Promoting fair competition and suppressing cartels on the road construction market is one of the priorities in the government policy specified in the National Competition Development Plan. Violations in this field are not uncommon, but FAS successfully exposes and neutralizes them”.
