FAS EXPOSED SIGNS OF COLLUSION FOR LEASING OUT LAND IN THE BELGOROD REGION

FAS opened a case against the Office of the Governor of the Belgorod region, Gubkin Authority (the Belgorod region), “Belgorod Land Fund” JSC, “Yamskaya Step” Ltd. and “Krasnenskaya” Agricultural Firm” Ltd.

FAS suspects that the Office of the Governor, Gubkin Authority, the land fund and the companies reached arrangements to provide land plots in public and private property in the Belgorod region to “Yamskaya Step” Ltd. and “Krasnenskaya” Agricultural Firm” Ltd. without competitive bidding.

Investigating the case, the antimonopoly body established that public and private land plots in the region were unified with small land plots owned by individuals associated with “Yamskaya Step” and “Krasnenskaya” Agricultural Firm.

In this manner, the land plots were probably given to these companies unlawfully without competitive bidding, which could have disqualified of other companies wishing to obtain the plots.
