FAS OPENED A CASE UPON SIGNS OF BID-RIGGING COLLUSION AMONG THE FEDERAL ETHNIC NATIONALITIES AGENCY AND OTHER PUBLIC BODIES
FAS suspects that two companies formed a cartel taking part in procurement for developing and tuning the “System on monitoring interethnic and ethno-confessional relations and early conflict prevention”
FAS received information that “Progress Soft” Ltd. and “RegionCom” Ltd. had breached the antimonopoly law in procurement of IT-services for public bodies.
The two companies were jointly involved in bidding, taking turn to refuse to compete for the benefit of the second member of an alleged cartel that further was supplied software under a sub-contract.
The ordering parties were the Federal Nationalities Agency and regional executive bodies.
The Antimonopoly Service opened a case upon signs of a cartel (breaching Clause 2 Part Article 11 of the Federal Law “On Protection of Competition”) against “Progress Soft” Ltd. and “RegionCom” Ltd.
Head of FAS Anti-Cartel Department pointed out: “We continue systemic work towards exposing and suppressing cartels in software and equipment. It is necessary to support competition in this field and and efficient spending of budgetary funds”.
